I would lightly sand it so that the texture is taken down a bit, then prime it with a primer close to the color you are going to paint it... then paint. that should take care of it!
I've only had luck with this by first covering with KILZ, found in the painting aisle of most hardware stores or home centers. That prevents any underlying colors from bleeding through. It is also good if there are stains/oil spots on walls or furniture that prevent regular paint from adhering.





Hiding the texture may be harder depending on how lumpy the sponging is. Sometimes it needs sanding (before applying KILZ), sometimes it only needs an extra coat of paint. I would advise using as flat a paint as you can get away with (satin is about as glossy as you'd probably want to use, because the extra shine shows off imperfections).
The best way is to sand down the texture. A random orbital sander with a medium grade paper should work well. Using something thicker to cover it could fail and you would have deep repairs to make later. If you want to use something to ';fill in'; the texture, use a skim coat mixture. Apply with a flat trowel such as used for appying drywall compound.
get a thick white primer.. you may have to do two coats but that will make the base thick and non see through...

if the finish is smooth then just get some kilz primer and go over it.


If your planning to have a color on the wall, they can tint the kilz a shade lighter than your color choice so you would not need extra coat of paint
