In that case, the only way I can think of of getting them smooth would be very labor intensive. You could use auto body putty (fiberglass resin) to smooth the surface. It does bond to wood, but it can be a pain to work with. Spread it on with a wide putty knife, allow to dry, then sand really well. Prime, sand again lightly, then paint.
